What is Estyn (His Majesty's Inspectorate for Education and Training in Wales)?

Also known as: His Majesty's Inspectorate for Education and Training in Wales

Estyn is the education and training inspectorate for Wales. It inspects schools, pupil referral units, independent schools, further education, initial teacher education and other education and training providers in Wales. Since 2024 its school inspection reports focus on strengths and areas for improvement instead of summative grades.

Estyn is independent, though funded by the Welsh Government. Its inspectors look at how well learners progress, their wellbeing and attitudes to learning, teaching, care and support, and leadership. Inspection reports are published for parents, carers and the public.

Under the inspection arrangements introduced from September 2024, Estyn no longer gives summative grades such as “good” or “excellent” in school and PRU reports. Reports instead describe what the school does well and what it needs to improve. For independent schools, inspections check compliance with the Independent School Standards (Wales) Regulations 2024.

Estyn also produces thematic reports on topics such as managed moves and education other than at school (EOTAS), which are useful reading for alternative provision providers.

England and Wales

Estyn works in Wales only. In England, the equivalent body is Ofsted, which uses report cards with grades for state-funded schools. Childcare and social care in Wales are inspected by Care Inspectorate Wales, not Estyn.

Why it matters for your setting

  • If you are a PRU or registered independent school in Wales, Estyn will inspect you directly.
  • If you provide EOTAS for a Welsh local authority, Estyn may look at how the authority quality-assures your provision.
  • Inspectors expect accurate records of learners’ needs, attendance and staff checks, including EWC registration.
